David Richardson, the ICC chief executive, has said that the issue of neutral umpires is once again up for debate in light of events leading from the first Ashes Test, with the workload on the four neutral officials available for the England-Australia Test being scrutinised.With the ICC recently pushing the pair of Billy Bowden and Asad Rauf to the associate panel, the ICC elite panel, which comprises 12 officials, is left with only four umpires available for the Ashes considering the other eight are from Australia and England. And it is these four – Aleem Dar, Marais Erasmus, Tony Hill and Kumar Dharmasena – who are scheduled be rotated over the next six months to officiate in the remaining eight Ashes Tests.”Whether we need to re-debate the whole neutral umpires point again, which we have done on numerous occasions, perhaps with DRS, maybe the need to have neutral umpires is not what it used to be. I don’t think umpires ever cheated but the perception of them cheating was a problem,” Richardson told the BBC’s .Last year, Simon Taufel, a former elite umpire, who is now the ICC umpire training and performance manager, told ESPNcricinfo, that neutrality was not an issue anymore.”The elite panel has the 12 best umpires in the world and they do the majority of international cricket, but you do have to provide opportunities for other umpires coming through from home boards to show their skills and ability, allow them to work on their game. So it is always a balancing of the development. There is no perfect system,” Taufel said.Steve Waugh, former Australia captain, agreed with Richardson’s view. “I would welcome that,” he said. “Players would be comfortable with the best umpires umpiring the biggest games. With the DRS system around, the eyes of the world are on their decisions. It is a good thing for the game. And as Dave said, it does put a bit of pressure on the four umpires.”It would be good to see an Australian umpire, for whom, like a player, this would be the pinnacle of his career – umpiring a Test match at Lord’s. Right now it is difficult for him to do that. Just like an English umpire would like to be umpiring at Lord’s.”For the moment Richardson said the ICC had more resources at hand in case it became necessary to appoint separate umpires for the remainder of the Ashes series in England or Australia later in the year. “We are not restricted those four. We have got 26 other international panel of umpires who would be eligible to be appointed if we needed them.”These are guys nominated by their home boards and form almost the second tier of umpiring. People like Billy Bowden haven’t been relegated to the wilderness. He could argue he is the thirteenth-best.”Waugh said that during Tuesday’s MCC world committee meeting, one of the suggestions was to allow the umpires getting a couple of reviews to facilitate correct decisions. “We tossed up the idea whether the umpires should have two reviews themselves. May be that is something to look at in the future. The bottom line is there have been more good decisions over the last couple of years because of the system in place. In general it works well in conjunction with good umpiring.”

A host of mistimed drives and pulls presented easy catches to fielders in the ring and only the free-swinging Ryan ten Doeschate made double figures. At least he avoided another humiliation by edging Essex above their lowest T20 total. They missed Owais Shah, their highest run-scorer in the competition, with a torn hamstring that will rule him out of the quarter-final.Essex’s dressing-room celebrations were understandably muted as they watched tv coverage of Middlesex’s failure to edge them out of the last quarter-final place. Nobody was more stony-faced than their coach, Paul Grayson. There has been one abandoned game in the group stages – and the point Essex collected in their rained off match against Hampshire at Chelmsford had proved invaluable.A pitch that offered a little seam movement was made to order for Surrey’s bowling attack and they successfully defended a total for the sixth time in the competition. They again smartly executed their game plan having won the toss and snapped a miserable record at Chelmsford to secure a home quarter-final.Their batting hasn’t fired – this was only their third total above 160 – but they know how to defend a score and made up for their struggles at Chelmsford with a maiden T20 victory by a margin that suggests Surrey are again a force in the shortest format.For the first four seasons of T20 Surrey qualified for the knockout stage but the last time they got out of their group was 2006, despite a giant budget for overseas signings. Another marquee name this season, Ricky Ponting, produced only one innings of note – despite fine first-class form – but Azhar Mahmood, a more astute acquisition, has earned his fee.Mahmood is the archetypical canny operator and here removed first Greg Smith and then Mark Pettini in his opening two overs. Hamish Rutherford was on his third life – dropped by Steven Davies and a stinker of a drop by Batty at mid-on – before he top-edged a pull, Pettini did likewise and James Foster summed up the display by meekly edging behind trying a run a back-of-a-length ball to third man.The most criminal strokes were played by the lower order, Phillips, David Masters and Shaun Tait – in a pair of luminous yellow boots – all surrendering unnecessarily when they should have been playing for ten Doeschate who has single-handedly won games before and could have done so here. Anything off a length was blasted to the boundary and it took a masterly slower ball from Jade Dernbach to remove him and end the game.Dernbach had earlier produced a quick nip-backer to bowl Ravi Bopara and he emulated movement off the pitch generated by Graham Napier in a fine spell of 4 for 18 that included a double-wicket maiden.Napier’s wickets top-and-tailed a Surrey innings that sold itself short. They have struggled with the bat in the competition. The cause has been a lack of significant innings: Steven Davies made only the fifth T20 half-century for Surrey this season. Their failure to get an established batsman into the latter half of the innings has curtailed their efforts and it showed here as they subsided with only 26 runs in the final four overs.Davies produced Surrey’s highest individual score in T20s this year with an unbeaten 95 against Kent in the third group match. He looked set for something similar after some clean hitting took him past fifty in 26 balls with three sixes – the best of which cleared long-on off Masters. When he fell, Surrey were rattling along at nine an over but de Bruyn and Gary Wilson were the only other players to make double figures.

Leicestershire crashed to a 180-run defeat against Hampshire at Grace Road as the curtain came down on their miserable Championship Division Two campaign – and Matthew Hoggard’s illustrious career. Set to chase 365 for victory, Leicestershire were bowled out for 184 which means they have gone through a season without winning a Championship match for the first time in their history.With two days lost to rain, Hampshire declared on their overnight score of 364 for 2 and each side then forfeited an innings, offering Leicestershire the chance to sign off in style. But their hopes were shattered inside the first 10 overs when they lost five wickets for 36 runs.The only bright spot of the innings was a maiden half century from Tom Wells, son of former Leicester and England rugby star, John Wells. The 20-year-old blasted a brilliant 82 off 77 balls, hitting 17 fours before being bowled by Matt Coles, who finished with 5 for 75.Wells and Niall O’Brien, who made 25, shared a sixth-wicket stand of 69 after Coles and James Tomlinson had ripped through the top order. Coles dismissed Angus Robson, Ned Eckersley and Ben Raine, while Tomlinson picked up the wickets of Greg Smith and Michael Thornely.All this came in the first 45 minutes and, at that stage, it looked as though the game could be over by lunch.
